    Who is responsible for space weather and sending alerts when there is solar activity.

    The agency that is responsible for official space weather forecasts is NOAA (National Oceanic and Atmospheric Agency). Here is their website:
    https://www.swpc.noaa.gov . You can sign up to get alerts for space weather events.
    Informally, we have a space weather prediction and forecasts you view, and can sign up for alerts:
    http://mms.rice.edu/mms/forecast.php
