Hi Carrie,
No, we don't see sunspots forming over the Sun's poles, just up to
about plus or minus 35 degrees in latitude. At the beginning of each
solar cycle sunspots form close to the poles and then form closer and
closer to the sun's equator as the cycle progresses.

There are observations of other stars that are more active than the Sun
which may have sunspots ("star spots" actually) much closer to their
poles.
