What you are measuring is the tilt of the Earth's axis with respect to the plane of the solar system as we orbit the Sun. This ~23 degree tilt is completely responsible for our seasons as it changes the angle of the sunlight for different regions across the globe throughout the year. More direct sunlight means warmer temperatures and vice versa.
