A solar storm is to space-weather more or less what a hurricane or thunder storm (depending on how extrme it is) is to regular weather.
"Solar storm" is a term we use to describe to the public kinds of extreme space weather coming from the sun, like coronal mass ejections (CMEs). Space weather decribes the general idea that the conditions in space change and that these changes affect the Earth and human technology. Space weather includes "solar storms" but also includes other things, just like regular weather includes all sorts of condition including stormy ones.
